Following the July 21-22 1999 rain and subsequent flooding, the building on 1st St NE was severely damaged when the northeast corner collapsed because the foundation had been washed out. This photo looks north toward City Hall. The flood waters came up to about the second step from the entrance on City Hall. The waters rushed around the building at 109-113 NE 1st St. The force of the water eroded the sidewalk and street here by the reservoir and the corner of the foundation of the building at left. Because of the pipes and wires, caution had to be used when filling in the area after the reservoir and office building were demolished.
