September 30th 1953 the VFW building located just next to the Waverly post office was destroyed by an explosion injuring two people. It then moved to a house at 1000 4th St NW across from Carey School. This house was built in 1857 by Waverly founder William Patterson Harmon. Many Facebook commentors believe this picture is from that house. The bartender is believed to be Art Rierson. The man sitting at the bar is more than likely Lorne Minkler.
