Dr. A. N. Harwood, president of the Waverly Public Library board walked through the library in an attempt to show the cramped and unsuitable space. The stairs to the balcony were just wide enough to climb. All books had to be carried up and down. In addition the steps were steep and had a metal edge on the front of each step.
