Corncob pipe, stick, stick with wrapped cloth, like old fashioned cliché of hobo,. According to Wikipedia, the wrapped cloth carried on the end of a stick is called a bindle. The hobo carrying a bindle was many times called a bindlestiff.
This photo along with many others was made from negatives in the newspaper archives which were donated to the Waverly Public Library.
