The Waverly Republican reported on 3/1/1900 that Dr. Rohlf had had his office newly painted and papered and "slicked up in the best of shape." Presumably this photo was taken at that time. Dr. Rohlf is seated second from the left, the gentleman with the impressive mustache.
Waverly Newspaper. The reception at Dr. Rohlf's office. This photo was probably taken while located over the 1st National Bank at 98 E. Bremer. Additional photographs and resources can be found at the Waverly Public Library on the local and family history page http://www.waverlyia.com/public-library/research/local-and-family-history-collection.aspx Accession No. 89N0028.
