This photo was taken as part of a retail promotion 'Business Is Up' or some similar theme. Thus far the unidentified man is likely watching business going up. Date is also unknown, but has to be between 1950 [1st parking meter] and 1968 [no library addition.] It could be by a retailers' group or Chamber of Commerce.
