A very similar photo (FI0018956) with the caption "Bidding them goodbye" refers to recruits leaving for military service during WWI. That photo was also taken by F.W. Mueller. The signs on the telephone pole likely mark the Red Ball automobile route (the forerunner of the Avenue of the Saints from St. Paul to St. Louis).
