J. C. Penney's from the 2nd floor looking to the back of the store and the mezzanine with the stairway at the left. There was fabrics, etc. Walk to the right to the stairway to the second floor. Original that was office space, including the cash registers. Wherever the purchase was made the bill and payment went up the office via a pneumatic tube. The receipt and and change would then come back by way of a tube.
Penney's actually came to Waverly in 1921 and located in the former Schlutsmayer store. The store in the photo was built in 1930 and closed in 1989.
