Waverly Newspaper. Sixteen inches of rain fell in one night and the water running from the north towards Waverly was blocked by cut hay which built up against a fence forming a dam. When the dam broke the water rushing down into the northwest part of Waverly and within a few minutes the streets were flooded. This bridge washed out during the torrent. Drivers trying to come into Waverly risked going off bridges and into culverts whose disappearance was masked by the high waters.
