Waverly Newspaper. The Penney's building was completed in 1930 by a husband and wife (Ludwig and Hursh). It was built for the department store which occupied it until about 1990. After a short vacancy Sears moved in. The door at the right was covered up during a remodeling and uncovered again when the building was being readied for Sears. The couple that built the structure ran into financial difficulties about the time the building was completed, but the department store was able to move in anyway.
